Teehee... People's obliviousness to the world beyond wakeup, 9-5, eat, shower then bed is abundant. Those who can see byond whats laid out in front of them is what people who know the truth are afraid of. But then again humans as a whole are violent and panicky in nature. Those 3 million watts is used to focus a beam into the Ionosphere thus allowing the potential to elevate it further away from the earth to "deflect missles" But another purpose was to create areas of focused high pressure systems at which the jet stream is affect thus steering weather systems to desired locations.

I need the explanation of 'first priciples' by which H.A.A.R.P affects the weather.
If all it takes is a diesel-generator driven HF (High Frequency) array of transmitting antennas we are ALL in trouble.
The combined RF energy output of all cell sites far outstrips the RF energy output by the HAARP system.
