Put your arm out straight and fully extend it in front of you. Look at your elbow, see how it is as straight as possible? We consider this the "lock" position. When doing bench press or any other exercises, make sure you stop at the bend just before the elbow locks. The problem with locking your joints (knee, elbow, etc.) while lifting weights is that it places an enormous amount of stress on the joint and off the muscles, which can lead to joint problems and/or injury.
