it's true , since chloride is negative . so, it will reduce the intracellular potential leading for hyperpolariztion and hence inhbitory effect ( sedative as well as hypnosis)

As chloride ions are negative. The increased effect is low excitabilty of the cell leading to sedation and a lower risk of seizure (fit).
